Brother supporting my Husband

Hello guys-

I just have a few questions. I am filing the I-130 for my husband. It has been approved and everything. I recieved my package with the Immigrant Visa and the Affidavit of support.

Now the Affidavit is driving me crazy. I am a natural born US citizen. I only make about 9 bucks an hour. Never filed for taxes because this is my first job. So it is obvious I can't support my husband. However, my brother is making over 125% over the poverty line. What forms am I required to fill out, and what forms is he required to fill out???

The package contains: I-864, I-864A, I-864W, and I-864EZ.

They are also requiring an IRS publication:

What does the sponsor do when he/she was not required by aw to file an income tax return during a given year?

If you did not have to file a tax return, attach a written explanation and a copy of the instructions from the IRS publication that shows you were not obligated to file. For general information on income tax obligations, visit the IRS website.

Does anyone know where in the world or even have a link to what I am supposed to submit for this?

Any information from anyone would do.
