Sending Missing Documents to the NVC

Timeline

I am a U.S. citizen petitioner and have opt in for electronic processing for my brother, the beneficiary/applicant. Within the past month, I have sent in the completed I-864 and DS-230 forms. About two weeks later, I get an email from the NVC titled, "[case number] (CHECKLIST COVER LETTER)" which includes information on the documents I need to send in for the I-864 forms. It says I still need to send in the P3 Supplement Information Form and also the passport photographs of each applicant.

The thing is, I keep getting the same "(CHECKLIST COVER LETTER)" email. I have followed the directions they provided, and I feel like I am doing everything correctly, so I am wondering what's the problem?

In terms of format, I combined the checklist email, P3 Supplement, and photographs into one pdf file and named it, "[case number] (Additional Docs)"

I've called the NVC three times and they're no help at all...

Time to call NVC, get a HUMAN, then get a SUPERVISOR (this one part is really important, btw) , and inquire about this.

When you sent in the email, those scanned I-864 and DS-230 set -

was the new GZO number on it, and the P3 supplemental stuff,

did you use the email address that was used for OPT in or no,

ie - which email address did you use to SEND in the stuff?

NVC knows two email addresses on you and the applicant -

so if you used a 3rd email address, that 'auto-scan' program will be lost, a bit.

So, if yer certain you've sent all, no bounces, no email over 10 megabytes in size -

call NVC tonight, inquire about the scanned attachments in the email, and the email itself.
