How can I get connected to a tier 2 rep without having to waste my time explaing everything to a tier 1 rep.

USCIS-CSC I751

12/20/2012: USPS package mailed out

12/26/2012: NOA1

06/14/2013: RFE letter received

06/19/2013: RFE response mailed back out.

06/21/2013. Package Received.

Waiting once again.... What happens next?.?.?.?.?.?
