One cure for the vast overhang of excess housing would be to offer expedited citizenship to people willing to purchase vacant homes in places in like Las Vegas or Detroit.

Yes, the EB-5 is for foreigners capable and willing to invest AT LEAST $1,000,000.00 (less in rural areas) and employ AT LEAST 10 US citizens or LPRs. And those are exactly the immigrants this an any country needs: people who come here, invest money, employ people, and pay taxes. I take one of those over a million bums fighting for low paying jobs.

This, of course, has nothing to do with citizenship. Those investors, once approved, get a 2-year Green Card and have to remove conditions two years later, like any immigrant who got married to a US citizen.

In contrast, according to DHS's Yearbook of Immigration Statistics (2008, the most recently published one), there were 29,916 K1 visas approved, 12,849 K3 visas approved, 28,713 CR1 visas approved, 45,519 IR1 visas approved, and nearly 2M temporary worker visas.

You want to know where the bottleneck in processing is? Stop looking at the EB5 visas -- at the current rate, there are nearly 30x the number of K1 entries as EB5 entries and even if it maxed out (at 10,000, according to the yahoo article you linked), there are still more than 3x the number of K1s being processed.
