I am a Canadian citizen and I work for a Canadian media company with offices in the US and abroad. Two days ago I was to travel to Washington, D.C. to install some network equipment in our Washington office.

I was to take a flight from Toronto, Ontario , Canada (Pearson International Airport), to Washington, D.C. ,and return 6 days later. At the US customs checkpoint in the Toronto airport, I was asked the nature of

my visit to the US. I stated that I was on business to our office in Washington. I provided my work credentials and a letter from my employer stating the purpose of my trip (meetings, and equipment installation),

as well as the address of the Washington office and the hotel I was staying in. I was sent to secondary inspection for more questioning. After a series of more questions regarding the purpose of my visit, I was given a

3 page Form I-275 Withdrawal of Application for Admission/Consular notification, and asked to sign it and then they made me leave the customs area and removed my luggage tags and sent me to the airline counter to

inform the airline I would not be on the flight.

The Form I-275 indicated the charge 212 (a) (7) (A) (i) (I)

The customs officer told me that I was considered "imported labor" and that I had not proved that there was no-one in the US that could provide the technical services that I would be providing to our office.

This is the first time anything like this has happened to me, so my questions are:

1. Will this affect future travel to the US for pleasure (vacations, sightseeing)?

2. My wife and I are taking a cruise in a month and a bit from San Juan P.R , and are taking flights from Buffalo, NY to San Juan for the cruise, and returning home via Buffalo as well. We live in the Niagara region of Canada, so Buffalo airport is much more convenient for us. Is there a possibility that I might have a problem

crossing the border to take my flight from Buffalo to San Juan, as well as the return flight from San Juan to Buffalo ?
