Is only the beneficiary able to do this after becoming a US citizen? Then, after entering the US as a legal permanent resident, waiting three years, becoming a US citizen, the beneficiary can finally do this? Also is it the same for siblings of the beneficiary? I've read a few conflicting things and I'm not sure what the truth of the matter is, any help is appreciated, regards.

No one can file for step parents alone. A USC can file for their parents but not step parents unless they married your parent before you turned 18 ( and they still have to be married I believe )
