She is a citizen of a country other than the US - she may need a visa depending on where you go and the visa requirements for citizens of Belarus

Visa Requirements for citizens of Belarus living in United States = not required.

also read ---

Entry Requirements for Mexico

Entry to Mexico: As of March 1, 2010, all U.S. citizens – including children -- must present a valid passport, book or card, for travel beyond the “border zone” into the interior of Mexico. Entry by any means, for example by plane or car, is included in this requirement. The “border zone” is generally defined as an area between 20 to 30 kilometers of the border with the U.S., depending on the location. Stays of less than 72 hours within the border zone do not require a visa or tourist card.

The Jamacian accent will work in St. Croix, the food is great , the scuba diving fantastic, the locals friendly and you can drink the water without Montezuma's revenge.

I do admit I have Mexico on the bucket list .. :)

Hehhe in the caribbean region I have had the opportunity to visit The Cayman Island, Dominican Republic and Jamaica.. In terms of feeling sense of being safe and comfortable.. I'd say Cay. Is, D.R. then Jamaica.

I was tro drive to Haiti in May.. but thought twice and decided not to.. had the thought as well back in january while I was in DR

Mexico does have some kidnapping and all that nonsense going on... But if i Go there.. i'm stayin close to the resorts... not gonna venture out too much into the locals...

Well that's good she doesn't need a visa or else I would probably go to Vegas instead. The deals are showing Mexico, Bahamas, and Jamaica as my probable spots for winter holiday - mid December. For cartel violence, well we're not planning on leaving the resort. It's only a 4 day / 3 night affair with no rental car. We might take a cab or tour bus somewhere one day if there is something worth going to but other than that it's just relax on the beach!

The US Virgin Islands are pretty nice but pricey and there have been violent incidents and murders of tourists over the years down there. I know a bit about the USVI as I married my first wife in St. Thomas.

I think the best Caribbean island for FSU women is the Dominican Republic. Great beaches, friendly locals and no visa needed. The Puna Cana beach area is considered the best vacation area on the island. I love the "all inclusive" resorts. Everything comes with the deal...food, alcohol, room, entertainment, taxes, tips (although I did carry around some dollars to tip certain employees). They have casinos but I've never been to them. The only surprise for some visitors is the cost and distance from the airport to the resorts. Don't pre-book transportation. Negotiate with the cabs and minivans when you arrive.

From a person here that travells to the Dominican Republic 3-4 times a year (evry 3 months) Dominican Republic is great.. and have it's great dangers... you may be speaking from just stitting the in hotel and perhaps being pampered. I wouldnt really recomment anyone to venture out on their own... the country can get LAWLESS.

The OP also wanted to tour the place and such... I wouldnt think the UVI would be a place of such crimes... but i guess it's in the caribbean region.. no difference.

the above is grossly incorrect.

the below is from mexico embassy washington dc website

I am a citizen of another country and I want to visit Mexico. Where and how can I get a tourist visa to visit Mexico?

You need to go to a Mexican consulate abroad to ask about the requirements and to take the necessary steps to get your visa. The requirements differ from country to country.

If you are a citizen of Andorra, Argentina, Australia, Austria, Belgium, Canada, Chile, Costa Rica, the Czech Republic, Denmark, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Island, Israel, Italy, Japan, Liechtenstein, Luxembourg, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Puerto Rico, San Marino, Singapore, Slovenia, Spain, South Korea, Sweden, Switzerland, Uruguay or Venezuela, you don’t need a visa to enter Mexico, although you must present a valid passport and fill out an immigration form for tourists and business trips, which can be obtained in travel agencies, airlines or at the point where you enter Mexico.

The immigration officer at your point of entry into Mexico can also request that you demonstrate that you have sufficient funds and a return ticket to your country.

If you are a citizen of any other country, you need to go to a Mexican consulate to request a visa. If you have a family member, friend or acquaintance in Mexico, he or she can do this at the INM.

------

as belarus is not listed in the above (bolded), she needs to contact the nearest mexican consulate or the mexico embassy in washington dc for guidance.

Visa Requirements for citizens of Belarus living in United States = not required.
