Juarez Embassy Question - K-2 Visa

I am looking for notary services in Mexico City. My fiancee is preparing to enter the U.S. on a K1 Visa with her minor child. She needs to have a document signed and notarized by her minor child’s estranged father stating that she is permanently relocating the child to the U.S.; Do you know what this type of document is called? Does anyone have experience with this, specifically in Mexico, even better in Mexico City? Naucalpan?

My fiancee has called many notary services in Mexico and they are giving her the run-around, some are even saying this will cost upwards of $500!

Please Help!!
