Thanks for your reply, John. I have sent out some emails to both the US Embassy in Manila, as well as the US State Department, similar to what you email them. I'm not sure if I'll hear back from them though. Last week I was able to contact the Embassy and surprisingly I was able to speak with a woman about this situation. She put me on hold to try to find out the answer for me. Disapponintingly, when she came back on the line, she only gave me a "recommendation," which was for my fiance to try to obtain some sort of employment certificate with her employers in Singapore, since obtaining a Statutory Declaration would be too time consuming and costly, at this stage in the game. I wish these people, who work for the Embassy, would actually know what they're supposed to know, because a "recommendation" is not a "requirement." It's all so frustrating.

Thanks for posting this...the response you got from the Embassy stinks on ice. I agree with your assessment too. Seems like State hasn't bothered to get their act together over this issue. They need to make up their minds about this situation and provide some actual guidance rather that making 'recommendations' that really have nothing to do with the question that was asked. How does an 'employment certificate' meet the requirements of a police clearance certificate? It really makes no sense at all. The fact that State doesn't even acknowledge this issue is a problem and is causing a lot of heartburn for those of us in this limbo.

You're welcome. Yeah, that answer from the Embassy pretty much stunk like last Wednesday's garbage. My fiance called the Embassy a couple days ago and was able to get a hold of someone. Once again, the lady she talked to had no idea about the situation either, so she put my fiance on hold for a few minutes, and when she came back on the phone, she said that my fiance will be exempt from this requirement. Uhhh...okaaaay. That's nice and all, but it's not very reassuring, because how do we know what the interviewer is going to demand? For the love of Pete, is really that hard for one of these Embassy phone call operators to get their butts off their seats, take a walk down the hallway, and ask some of these interviewers this question, thereby notifying them about Singapore's new rules at the same time? I'm sure they all work in the same building. Or how about calling that department on a different phone line? They can just place us on hold for a few minutes while they get a straight answer.

Actually, what really should happen, is the Embassy should update their website more frequently, and keep abreast of changes like these, in order to notify the public of important changes. I doubt that will happen though.

I think my fiance will just bring to her interview the print out of the Singapore notice. Everyone has jumped through so many hopes to try to find the answer, but it seems like all we can do is just bring that print out. I think we might schedule our interview for February. After her interview, I will let everyone know what happened, regarding the Singapore situation.

Thank you guys for posting this issue,I'm on the same situation. Though, I already received a letter that states Singapore has no longer issue police certificate, but my question is.. Is the letter enough proof for this matter? Would the CO accept this during interview? Thank's hope to hear from you guys soon.

Who is the letter from? I would suspect that if it is official if should be enough. From what I understand the CO's have been informed to not require the CNCC from Singapore for non-Singapore citizens. I make this statement only on information that I have heard. Since my fiancée has yet to go to her interview, I don't have first hand knowledge yet. Good luck on your journey.

Here's additional information regarding a COC certificate of clearance. SINGAPORE POLICE FORCE :

READ BELOW:

Applicant must show documentary proof from the relevant consulate/immigration authority/government authority which clearly indicates that the production of the COC is required. All applicants must pay attention to the following application procedure and documentation requirements:

IMPORTANT INFORMATION

1. Applicants residing in Singapore are to appear in person at the COC Office located at Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762. The office is open from 8.30am to 12.30pm , Monday to Friday (excluding public holidays).

2. Applicants residing overseas should submit their applications (original) addressed to: Head Criminal Records, CID ( COC ), Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762.

3. Processing time for each application is about 10 working days.

4. Processing fee is S$45.00 per application. Payment can be made by cash, NETS , cash card, or credit cards (VISA/MASTERCARD) for walk-in application. Application sent by post (from overseas) must be accompanied by a bank draft made payable to ‘Head Criminal Records CID ’ through a Singapore-based bank. In addition to the processing fee, a postage fee of S$5.00 must be included in the payment (total S$50.00) if the COC is to be mailed. Payment is non- refundable once the application is accepted.

5. All applicants must complete the Certificate of Clearance application form in full and submit it with the necessary supporting documents:

1. A set of applicant’s fingerprint impressions (ten prints). Applicants applying in person will be fingerprinted at COC office at the time of application. For application by post from overseas, the applicant must submit a set of his/her fingerprint impressions taken by a qualified Fingerprint Officer at a Police Station or an authorized office of the country he/she is now residing.

2. A photocopy of applicant’s valid passport (showing particulars page).

3. Two recent passport-sized photographs. Instant photo machine is available outside COC Office for your convenience. S$7 for 4 passport size photos.

4. Photocopy of document from relevant consulate/immigration authority/government bodies to establish that the certificate is required by such authority. All documents are to be translated to English if written in other languages.

True, but the COC form clearly states that only citizens of Singapore can apply for a COC. Non-citizens are not allowed to get a COC per the COC instructions.

Sorry for my late reply. I have not been to this forum for a about a month. As I type this right now, my fiance is having her interview. She just brought the printed out email reply that I forwarded to her and also a printed copy of the notice from the Singapore website. That email that I got a reply from was from IVManilaReplies@state.gov. It took them about 3 weeks to respond to my inquiry. I will let everyone know what happens after my fiance's interivew. If I don't respond right away, just send me a message or write on my wall.

I'm glad I found this thread!! =) I am also in the same boat. My wife stayed in Singapore for about 6 years. That is where we met. She has her sister married a Singaporean and she stayed with them for awhile til she moved out on her own... anyways. I was under the impression we couldn't ask for the CNCC from Singapore until we had the NoA2 or was transferred to the NVC so I didn't submit her clearence yet. She has been very stressed about this because we have friends that are coming here as well who married or an engaged and went through and are currently going through the immigration process. I called Singapore to find out and they told me the news about it no longer being issued and he just said, get a lawyer to help you and hung up haha.... very nice. I know I called when they opened but gees... anyways, I'll be on this thread for awhile to get all the info I need for her.
