Singapore Police Certificate of Conduct

Hello everyone!

I'm still waiting for NOA2 and preparing for some requirements for the next step. Now the problem is, Singapore Police Force is about to stop the issuance of Police certificate/ Certificate of No Criminal Conviction this Oct.18 to foreigners or non Singaporeans who have resided for atleast 6 months in Singapore. Will it be okay if I can't submit a Certificate of No Criminal Conviction because it's not available or do I really need to apply for a Statutory Declaration through the Commissioners of Oath or qualified legal practitioners?

As the DOS reciprocity table indicates that they are available and how to get them from overseas, I would feel pretty confident in saying that your embassy is going to expect to see it. If you write to them and they respond that they no longer do them for people who have left the country, well, then you can take that to show that you tried to get it. Either way, I don't see you getting out of applying for the police certificate.

What happens for other countries that do not issue police certificates to those that were in there country for longer than 6 months since age 16? Is the beneficiary required to get a police certificate from that country anyway?

The reason I ask is that my fiancée, as of today, needs a CNCC from Singapore for an interview that is probably 5 months in the future. After October 18th she will not be able to get the CNCC and there is not enough time to get one before that date.

Will the DOS change there reciprocity table to reflect that Singapore no longer issues these? If they don't change the table, will the CNCC still be required since it is listed, even though it can no longer be obtained?

I am hopeful that the interview CO will realize that Singapore has changed the availability of this document and my fiancée will no longer be required to obtain the CNCC.

Maybe...A rule of thumb is that those certs are good for a year, so the argument that the interview is too far in the future doesn't fly. 6 days isn't much time, I agree. BUT, I think you'll have a LOT smoother process if you have one of two things: 1. A clearance from Singapore OR 2. Written confirmation from that source that they refuse to provide her with one. Work on it now, before you're scrambling for the interview. I just don't see a good reason to wait around and dither over this.

Well, after calling and/or going to all the major banks where I live, I have concluded that there is no way that I will be able to get the CNCC from Singapore. Only 2 banks would issue a foreign draft but neither would do it on the spot. Both required you to order it and then they mail it to you with delivery in 5 business days. Since today is October 13th in Singapore, 5 days would put me at October 18th when I received the draft and Singapore will no longer issue a CNCC to non-citizens from that date forward. I just can't get the application to them in time. I will just have to write them and request a letter stating that the CNCC is no longer issued to non-citizens and hope that will be enough for the interviewing CO.

I know that this will affect others as will as me and my fiancée so the best of luck to all of us. I am very frustrated by Singapore's change in policy.

Hello John! I just want to update about the instructions given by the US embassy for unobtainable police clearance in any countries.

POLICE RECORDS: Each applicant aged 16 years or over is required to submit a certificate from the appropriate judicial or police authorities from the country of the applicant's nationality or current residence where the applicant has resided for at least six months since attaining the age of sixteen, as well as from all other countries where the applicant resided for at least one year since attaining the age of sixteen. For countries maintaining national police records, a certificate from the national police or judicial authorities must be submitted. For countries not maintaining national police records, a certificate must be obtained from each locality. A police certificate must also be obtained from the police authorities of any place where the applicant has been arrested for any areas.

On my own understanding, if we cant obtain a police clearance certificate, we must obtain a Statutory Declaration through the Commissioner of Oath or qualified legal practitioner or lawyer. Im quite confuse now. :whistle:

I contacted the US Embassy in Manila and they just referred me to the reciprocity table. I then spoke to Ms Geraldyn Chen, Second Secretary (Consular) Embassy of the Republic of Singapore in Washington DC and she said that we could try several things since the Singapore government will not issue any official letter that says they no longer are issuing the CNCC to foreigners.

1. Print out the notice on the Singapore Police website and bring that to the interview. It indicates that they no longer offer police certificates for non-Singapore citizens.

2. Get a Statutory Declaration from a Commissioner of Oaths in Singapore and take that to the interview. The Singapore Police website states that a nominal fee may be charged (approximately S$20) for this by the Commissioner of Oaths.

3. Go to the Singapore Embassy in Manila and request a Statutory Declaration there. They may also charge a fee for this document.

Well, I have a copy of the notice from the Singapore website ready. I contacted a Commissioner of Oaths in Singapore and requested what they would charge for the Statutory Declaration. They told me US$400 and I would have to go to the Singapore Embassy in Manila and get it certified. What a bunch of BS.

I am going to have my fiancée go to the Singapore Embassy when she goes to Manila for her medical and see what they want for the Statuary Declaration. If the fee is of an appropriate amount, I will tell her to get one. Otherwise I am prepared to have her present all of the correspondence that I have had with the US Embassy in Manila, the Embassy of the Republic of Singapore in Washington DC, the Commissioner of Oaths in Singapore and the notice from the Singapore Police website and hope that this will be enough for the CO at the interview. I am not sure what else we can do.

Thanks for reply John. Thats really crazy $400? I am in UAE. I actually emailed the CID Singapore and they replied me. I will use this and i will inquire as well for statutory Declaration.

Wow. I am so glad I read this series of posts. I'm in a similar situation. I received my NOA2 in December and on December 16 the National Visa Center forwarded it to the Embassy in Manila and my fiancee is still waiting for the information to be sent to her.

John, do you have any new information? My fiancee also lived in Singapore for longer than 6 months. This is such a hassle and it is complete BS.

Hey Tom. No new information as of yet. As it stands right now, my fiancée will be going to visit the Singapore Embassy when she goes for her medical. I will have her bring the correspondence with her that I have and see what happens. Right now we are not expecting that to happen until sometime in March based on current NOA2 receipt trends. I can only hope that if she gets a Statutory Declaration from the Embassy, it will suffice and if she can not that the documentation paper trail that I will give her will be enough. I just wish I could be there with her to do the explaining if necessary.

On a side note, in early December, I sent an email to the US Department of State and informed them of the changes that the Republic of Singapore made in their policy and who they will issue a CNCC to. As of this writing they have not updated the reciprocity table to reflect this change.

I can only hope that those of us that are affected by this will be able to get through the interview unscathed. Good luck to all.

We are in the same boat as all of you guys. Did anybody hear anything definitive yet? My last thoughts were to just send my wife to her interview with a copy of the web site saying Singapore doesn't issue the PCC anymore. Also, she is going to send them an e-mail to a personalized response to take with her. Beyond that, I'm not sure what else we can do.
