green card holder petition for spouse?

My niece is a green card holder, she petitioned for her husband in March (Vietnam). she received a letter that her case has been approved, then a letter say it been forward to NVC month ago. Recently, she received a letter from NVC asking her to pay for AOS fee.

When I petitioned for my sister, from the time I paid AOS fee, within a year they are in the US. Se was expecting it would take 4-5 years for her case. Is this normal for this case? or is there a rule change regarding (green holder petition for spouse).

I hope her husband would come here early, please help me out, I don't want she to get her hope up.

the waiting time this year has gone down tremendously for category 2A. for most of the countries, te waiting time is almost the same as a USC filing for spouses. if you check the visa bulletin, they are working with cases filed on June 1st 2010 and prior. his priority date is current since she filed for him in March.
