The petitioner has to write it...its basically the same as the one that was written for the initial i-129F package....but they request a new one written within 30days of the interview date...to make sure they haven't changed their mind and are still intending to marry you within 90days of POE.

The petitioner needs to write and sign this letter. Basically, since it has been months since you submitted the original petition, you need to declare your continued intention to marry your fiance(e). I guess your letter could be quite similar to the one you submitted in your original petition packet, but the letter would have a new date at the top.

Best wishes!
