I just found this information because I have been wondering what is going on with the CSC.

No Visa Authorization in Most Categories until October 1 Written by Jordana Hart Wednesday, 22 September 2010 The U.S. Department of State (DOS) - which controls the monthly issuance of visa numbers in all family-based and employment-based preference categories - informed the U.S Citizenship and Immigration Services (USCIS) that there are no available visa numbers in many categories until October 1, 2010, which marks the start of fiscal year 2011 and the issuance of a new set of annual numerical limitations. The categories affected are:

- ALL Family Preference categories

- Second-, Third-, Third Other Worker

- Fourth- and Fourth Preference Religious Workers

The DOS said it had to impose the blackout because the numerical limitations in these categories are met due to high demand coupled with expeditious processing by the DOS in the family categories and by the USCIS in the employment categories. USCIS offices will continue to submit cases in the usual manner, but until visa numbers become available, the DOS will hold those cases in "pending demand". These cases will be automatically authorized based on the FY 2011 cut-off dates, also know as priority dates, which are determined by the date of filing of a PERM application or an I-130 or I-140 petition.
