NVC will not complete a IR1/CR1 case without the PCC being submitted, most of the time.

Some time back a few folks were able to get around this requirement and produce the PCC at the time of the interview but I don't think this is true anymore.

Our all NVC documents are on the way. DHL package left Hong Kong today. I thought Darnell would stop it in China, but didn't happen!

Depending on the country of the beneficiary, but yes, MOST are submitted to NVC.

You can check here:

http://travel.state.gov/visa/fees/fees_4881.html?cid=3509

Where it says Police Record: Available, and then it gives a description, it means its obtainable and submittable to the NVC.

In my case, my country is Nicaragua, and per that website Police Record is "unavailable" therefore I didn't have to submit it to the NVC.

Good luck!
