i'm the petitioner an i was wondering if there is way i can set up the interview date for my mom if i can call the kingston embassy an buy the pin an set up her interview date? please help

No.... The initial interview IS scheduled by the NVC for immigrant visas.

If the embassy needed more info/evidence etc. then another interview will be set up by u calling the number or following any instructions the embassy gives.....

the should allow you to as long as your prepared with the information they requested from the first interview
