No fees that I know of

I'd allot at least 2 hours. More if you are planning on having her travel through peak times.

I've taken longer landing in Detriot just coming from overseas - and NOT having to go through immigration

Good luck

No fees. Detroit is a very busy airport. A layover at least 3 hours long should suffice so she can make her connecting flight (5 hours would be better).

Why not fly to Detroit and meet her? Then the layover time will not be an issue and you can help her get checked in for the connection and travel together.
