Overseas in this context does not necessarily involve water.

Ok, just making sure. Also, when filing the I-130 do I send in the I-864 with it? Or is it only needed for my spouse to bring to the interview?

It's needed at the NVC stage unless you file DCF (where the US citizen lives abroad with the foreign spouse), when it is brought to interview.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
