Timeline

Yes either of her parents can file the petition as soon as they get in the usa.. same day if they wanted to.

CSPA - my thoughts and a Scenario...!

Lets say the "child" was born Dec. 30, 1991 and so just turned 19 back on Dec. 30, 2010. lets say your wife ALREADY started the process for parents and they Arrived in the USA sometime in December 2011 and so filed the petition for her daughter on Dec. 30, 2011 (child's b-day so she is now 20)... petition gets approved on say May 30, 2012 with the Visa Bulletin's cut off date as May 30, 2011 so a one year wait and the VISA will be available in 12 months exactly. For CSPA to apply the Case must be current prior to the "child turning 21 on so on May 29, 2013.

The timeline above seems highly unlikely unless the upcoming visa bulletins will have some surprises or the FY turns out a shocker. Now in short to answer the question CSPA would not apply for the case that will be filed ... my understanding.

May 12 2011 - Notice of Action 2 (NOA2)
May 23 2011 - NVC case # Assigned
Nov 17 2011 - COA / I-864 received
Nov 18 2011 - Sent COA
Apr 30 2012 - Pay AOS fee

Oct 15 2012 - Pay IV fee
Oct 25 2012 - Sent AOS/IV Package

Oct 29 2012 - Pkg Delivered
Dec 24 2012 - Case Complete

May 17 2013 - Interview-Approved

July 19 2013 - Enter the USA
