In fact, there is no concept of priority date for the immediate relative petition of the United States citizen, because visa number is immediately available to this category.

For the purpose of "First come first served" they use this date. But based on the timeline here, this FCFS logic applies at adjudicator level

Receipt/Priority date is the date when the I-130 petition is received to USCIS by mail

NOA1 date is Notice of Action date when the USCIS sends you the notification that they accepted your petition, entered into the computer and generated the notice I-797.
