Why are you even thinking about DV when you said you've already got an approved I-130 & completed the NVC Process?

ya, if you completed the process, and have green card in hand -

YOU should file an I-130 on HER, to the lockbox address in Chicago.

Sure, will take some time, but ?!?!?!

LPRs filing for spouse - is less time NOW than 2 years ago - many people get it/out NOW in under 2 years - There is some notice about this in the VISA Bulletin

but

remember - Visa #s and availability of Visa #s change, each fiscal year, and FY2010 stops on 30 SEP 2010.

IMO, file this weekend, spin the wheel, see what happens. But suggest you not use any address in Canada for her, as Montreal Embassy is lagged, no end in site - she'll have 'faster time' to interview in Bangladesh than Montreal. - When interview date gets assigned , she can go back to Bangladesh.

Does your wife meet the education and ocupation requirements for the DV lottery ? Even if she get picked it will take a long time to get her interview and she still needs a sponsor. There is a better chance of being struck by lightening. I know people that have applied over 20 years and never gotten picked.
