Is this work permit the same as Employment Authorization ID which is only good for a year? If so, what forms do we need to use to reapply...? My brother needs it since he lost his original and it's been more than a year...

Work Permit = EAD Card

He has to fill up the I-765 form and enclose his payment and the I-797C stub that came with his first EAD...does he still have that?

Exactly - if you already have your PR/Green Card - you no longer need the EAD card (expired or not).

WHY are you renewing it? Is your AOS still processing? Is this a qn for someone else?

If you have your greencard you don't renew your EAD because your EAD became invalid when you got your GC.
