If I understood OP correctly, he hasn't yet submitted the I-129f petition which he wants to frontload for ecuadorian US consulate - - so he does have time to recover the data from his hard drive if he chooses to do so ...

Si, man -- this is a must. No, it's not necessary to front-load an I-129F petition for USCIS approval. Yes, it is crucial to front-load if one wishes to avoid being told by the Ecuadorian consulate that "not enough proof of a bona fide relationship was provided" (this, after bringing untold amounts of evidence to the interview and having its acceptance refused).

USCIS passes along to the consulates what USCIS receives in a petition. The Guayaquil consulate can't deny the existence of evidence that it receives from USCIS.

Yes, T-Bone, according to your experiences and the help you've given others, if you say front loading is the way to go, I believe it.

However, it seems as if this potential filer is basing everything for the petition on chat logs instead of working with his fiance to find other evidence. Yes, it SUCKS his chat logs were lost. Yes, it SUCKS the photos he had stored were lost, but at the end of the day is a CHAT LOG going to make them deny his petition?

It would seem the effort he is putting forth to have chat logs recovered would be be better spent finding evidence from his fiance/friends/family of the proof of their relationship.
