I am US citizen (just got it) and want to bring my dad and his family over.

My dad has new wife (they married when I was 20) and almost 20 years old daughter (my step-sister).

I am about to start my dad's I-130, but have a question:

When my father gets approved for his immigrant visa, would his dependents (wife and unmarried daughter under 21) will be issued immigrant visa at the same time?

You file I-130 for each parent. No one gets to tag along, unlike with the FB4 visa (sibling of USC). If you want step-mom to come, another I-130 is needed. For your step-sister, if you have the same father you can submit I-130 (FB4 preference category) - wait time is around 9 years - per current visa bulletin.

nope,

he is the only one. parents are filed separatly. as well as siblings. the problem is you cannot file for your stepmother because they were married after you were 18. the marriage has to be before you turn 18. You can only file for your father, and he is the only one who would be coming.

you can't petition for your stepsister either. you have to be blood related. half sister yes, but stepsister no. there has to be one same parent in common and to proove that you both have to submit the birth certificate showing the same parent.

When I said step-sister, I meant half-sister, we have the same father.

But I don't understand how I can bring my father in a year and than he would wait for his family another several years?? it doesn't make sense.

in section What about my relative’s family? says:

In most cases, when your relative reaches the front of the line, your relative’s spouse and unmarried children under 21 years of age can join him or her by also applying for an immigrant visa.

as well as in section What happens after I file? it states:

...When your relative’s place in line permits issuance of a visa number, the NVC will notify you and your relative, inviting him or her and qualifying dependents to apply for immigrant visas.

Why you think it is not the case? Are you sure about it?

What you quoted applies for FB4 category - sibling of USC - once their visa PD number becomes current, if they are married, they can bring the spouse and children under 21.

Could also apply to LPR spouse and child.

exactly.

parents are filed separatly and siblings as well, they aren't derivative and they cannot come under another peticion. they will be mentioned in your father's i130 as information, but that doesn't mean you filed for them.

so once your father come's he can file for his wife. I'm not sure if LPR can file for their stepchildren.

but since she's your half sister, then you can file for her. depending from what country is she, the wait can take 9 or more years.

you'll learn that immigration doesn't care about separating families or spouses.

I think you are looking at it back to front.

Parents have the advantage of having an immediate visa number available. Others like sibling are in a numerically limited category.

If they all want to move to the US at the same time then they would wait for the longest one to become current.

There are other options other than through family connection. US Immigration is more generous to family connections than say work.
