K-1 Vancouver Interview

Timeline

I filed the I-129f for my girlfriend (lives in Vancouver, CA) back in July. Since then, I've learned that she had a previous overstay of 18 months for a visa (yes, one of the lucky few) about five years ago. I assume that she's now going to need to file a 601 waiver. My question is -- do we have to prepare it in time for the interview or does she get some time to send it in? If she can get it in later, can she mail it or does she have to go down to the Consulate and turn it in? How is Vancouver with approving waivers for overstays??
