Manila Pavilion is really close to US Embassy and even to St. Lukes. It's just a walking distance, There are more other Hotels close to US Embassy and St. Lukes. You can find them here:

St Lukes and USEM are not that far apart so 1 hotel is all that is necessary. We were 4 blocks and always took a taxi, the sidewalks are non-existent and the few sidewalks there are will have cars, trucks, motorcycles and every kind of wheeled vehicle parked on it. So pedestrians are forced to the street to walk and I will not describe my NUMEROUS near death experiences involving speeding jeepneys...........

We stayed at the best western la corona. Safe and good food, breakfast was free. Taxi was 50p to the embassy, mall or St Lukes.
