Joint vehicle title question

Hello everybody, I'm new here. I have a question about car title, I'm starting to collect evidences for my ROC which is coming up in a few months. And i've been asking my husband to add my name to his car and motercycle titles, but he keeps saying he can't do that coz' i don't have a driver license. Is this ture? to joint own a vehicle, you both need to have driver license? Personally I think it doesn't make sense, I think anybody can own a vehicle but not everybody can drive it, am I right?

So if anybody knows about this, please confirm it so I can get my husband to read this,

Yes you must have a drivers license. You cant be listed on a title as a driver without a license.
