Switching out of DCF, not getting a case number

Hello. Not sure if this is the correct place to post, but I'll try. I'm the U.S. citizen, my husband is Russian, and we were living in London for six years until we had to leave due to UK work contracts ending on June 13th this year. I filed the I-130 as a last minute measure. I sent the application on May 25th. From what I understood it was okay at the time- I had no other residence at the time and had not for six years. Not understanding the process, I thought I might receive an approval fairly quickly (I was going to Russia for a month and then passing back through London in mid-July) and then I'd be able to transfer the application to the U.S. Since then it's been a bit of a mess. The application was received in London May 25th, my credit card charged. On July 20th (visiting London) I received mail from the embassy, but it wasn't a case number and approval, it was a request for further evidence: they wanted my husband's birth certificate. I then went to the U.S.A. alone, and eventually gathered the requested evidence while trying to track down the I-130 status and change our addresses. At the time there was a chance we might be moving back to London by the end of the summer, and I was trying to cover our bases, but now the only option is for him to come here to the U.S. I kept calling the extortion line, only to be told I needed a case number; I wrote to USCIS and they wrote me to send them my new address, but when I asked them whether I should send the evidence to London or to the USCIS here in the U.S. I got nothing, so I just sent everything to London. So... okay. Is it going to be years now before I see my husband? It is starting to really suck. He can't even come here to visit, there's no way he'll get a tourist visa when he's married to an American citizen, and this after living together for six years.

Timeline

I think any 'case transfer' from London to USCIS will take some time, and be a waste of time -

so in the meantime -

you might want to consider filing a NEW I-130 to the lockbox in Chicago

or

get back to London (next week), re-establish residence and work there, let the London IV unit know yer still proceeding with the DCF'd I-130 case.

DCF in London used to be fast - it's not so fast these days...
