What should I do given the circumstances?

Here we go.... (I am a U.S citizen trying to marry my girlfriend and bring her to the U.S)

My friends wifes sister came to the U.S to visit. I met her at my friends party. She was from Latvia and the most beautfiul thing I have ever seen. We had a lot in common and began dating shortly thereafter. Flash foward 6 months, her tourist visa was about to expire so she applied for an extension. The extension was denied so she filed for a review of the denial of the extenstion. The review was denied too. She decided that she would go back to Latvia, wait 30 days, and come back to visit for a few more months until we were sure we were ready to get married. She waited 30 days and flew back the the U.S. Upon arrival in Memphis, her tourist Visa was canceled and she had to return home, due to a 60 day overstay and helping her sister as a nanny while she was here. The immigration officer said that this wasnt a banishment from the U.S, she just had to get a new visa for overstaying and helping her sister, which could take up to a year.(she overstayed waiting for the extension request approval)

Anyways, I was heart broken, as was she. We continued dating and I have decided that I am going to fly to Latvia and marry her. I am in the military and possess a clearence so, today; I just filed for the request to marry a foreign national. The worst part is I am going to get deployed anywhere from 6-8 months from now. I believe its a 30 day wait period before I am allowed to marry her. My question to this wonderful community is this.

1. Which of these two options will be the fastest and have the best chance for success given the story above I just told?

Would it be faster to travel to Latvia and marry her and then file a CR1 visa request?

or

Should I file a K-3?

K-3 is no longer a real option. The K-3 will be closed once it reaches NVC with an approved I-130

Cr1 the only real way to go

Did you mean K-1 (fiancee visa), not K-3 (spousal visa)?
