If either parent is alive you must meet the following "has a sole or surviving parent who is unable to care for the child, consistent with the local standards of the foreign sending country, and who has, in writing, irrevocably released the child for emigration and adoption." it is the part about not being able to support to the countries standards. Signing the child off does not eliminate the need to be able to care to the standards . In a 3rd world country that standard is pretty low. Same thing applies in Nigeria to relative adoptions. Basically is the real parent could have afforded a shack and rice then the child doesn't qualify.

This will not be over quickly. You will not enjoy this.
