air21 courier US embassy

my son had his interview for f2a visa last aug 25, 2010. at the interview the consul asked for more documents (cenomar and 2009 income tax records). on the same day, right after the interview, he went straight to census in pasay to apply for cenomar. the following day (aug 26th) he submitted the cenomar RECEIPT, my 2009 income tax record, and his passport to the US embassy. Then they gave him air21 tracking number. On Sept. 13th, he received a text from Air21 that "Passport and/or other documents received from US embassy" and that same day at 1009 pm, "the shipment left the air21 gateway at CARGOHAUS."

My question: is there a possibility that this is still not a passport with a visa with paperworks requestiong for more documents? or is this 99.9% to a 100% sure that this is a passport with an issued visa?

Please help, i am so stressed out...
