Overstaying American falls

The Bureau of Immigration (BI) 7 discovered a mail-order-bride business in Cebu City with the arrest last Jan. 17 of an overstaying American national who also allegedly faked his marriage to a Cebuana three years ago.

BI 7 Director Geronimo Rosas said the suspect, Woody Paul Petrea Sr., 39, of Georgia, USA, was arrested inside his Internet cafe in Barangay Camputhaw, Cebu City.

Petrea is detained at the immigration jail in Mandaue City pending his voluntary deportation at 12:45 p.m. tomorrow. Rosas allowed his voluntary deportation to spare the government from buying his plane ticket.

Immigration Special Prosecutor Serafin A. Abellon investigated him for working without a Department of labor and Employment permit and using his wife, Jan Debbie Pernia, as a dummy in his illegal business.

Under oath

Petrea admitted under oath that he married Pernia on Jan. 14, 2003 in Cebu City before Judge Rosales.

But immigration officers wondered how it happened when he arrived in Cebu on Jan. 24, 2003 yet, or 10 days later. He extended his stay and became an overstaying alien.

Immigration authorities have yet to determine if the Judge Rosales mentioned by Petrea is Judge Edgemelo Rosales of Municipal Trial Court in Cities Branch 8.

Rosas said he will recommend for the blacklisting of Petrea for being an undesirable alien. Pernia's allegation that they separated two months ago because she could no longer bear being a battered wife can support their case against the American.

Petrea also admitted he and Pernia processed the visa and marriages of aliens who have Filipino girlfriends or fiancees in the Philippines and collect at least US$200 (P11,000) per client. While their business permit issued by Cebu City Hall is under the name Pointman Cebu Internet Cafe, the signboard is Cebu Tours.Com.

Consultant

Cebu City Councilor Arsenio Pacala said he conferred with his legal consultant to study what the City Council can do to prevent similar businesses here.

�We will look into how the mail-order-bride business is being operated by Petrea and what damage it brought to Cebu, Pacala said.

In 2002, the Cebu Provincial Board passed a resolution asking Congress to immediately pass the Anti-Trafficking of Women and Minors Bill because the mail-order-bride industry reduces Filipino into mere sex commodities. (EOB)

I use to be a member of the yahoo forum group cebucitytoday, (don't quote me) from what I read/understood is that his g/f or wife is the one who turned him in. To my knowledge, it's a true story.

But he was only out of the Philippines for a short time, Seems like his wife or g/f made up a story to get him deported.

Funny how the paper makes it sound like they caught some Famous International Convict.

Funny how they never mention that he was back living in Philippines not long after this article was written

What made his business illegal? The fact it was alleged to be a mail-order-bride business? or the fact that he was an American operating a business using Pilipino labor? In this case, his wife for labor.

So if I live in the Philippines and conduct business, could I be investigated for working without a department of labor and Employment permit? If I am soley an investor and everything is in my wifes name, and my sole responsiblilty is to give her advise, direction or consult her as her husband as to her business affairs am I breaking this law? I think not, but if that is the case I will refrain in the future from talking to my wife at all.

Hahaha I am joking of course, but that part of the article is hilarious.

If this was a real crime then they would have to run about 300,000 Koreans and 500,000 Chinese out of the country. I see far more atrocious things happen on nearly a daily basis without any reprocussions.

Tall was right, this doesn't seem to be about his alleged business, this seems to be about a scorned woman and him not paying off the right Pinoys when it was discovered. Everything has a price in the RP and this guy had to find out the hard way.

This article is nearly half a decade old, and this comment below in particular is strange:

Why would any article written on January 20, 2006 mention something that happened after Jan 20, 2006?

The legal action seems like some spillover from a bitter separation. No surprise government officials are using it to toot their own horns.

a google search on 'Woody Paul Petrea' was useful.

He is a pretty good guy, and I actually meet him back in 2008 when he as living in Bogo. He at the time was living with 2 girls, and one had gotten pissed and moved out that week.

He speaks native Tagalog, and is a typical corn fed southern boy from Georgia.

I do admire how he has made him a nice home in Philippines, and seems to be truly living out his dreams over there.

I hope to meet up with him again soon on my next voyage to PI. He likes his Jack Dainel and basially having fun....

Wow, a little knowledge you obviously are lacking Mr. Tallcoolone, (at least I hope you are lacking it, otherwise you are just as sick as he is)

I somehow think if you were to know a few facts you may not be so quick to associate with this guy... maybe so??

Fact: I was with him the night be beat the ####### out of JJ... why (as if there is any good reason) she beat him in billiards and he felt embarrassed...

Fact: She filed charges as this was not the first time, but it was the last...

Fact: He WAS supplying young girls to foreigners and to the bars

Fact: He WAS deported and to this day, Woody Paul Petrea SR. is on the blacklist and would be stopped and turned back if he tried to enter the Philippines through legal means

FACT: While he was in Australia, he got a new passport... using his son's (Woody Paul Petrea Jr.) identity and his passport no longer says SR. on it. I have a scan of it as proof.

Fact: He re-entered the Philippines and went back to traffiking young girls to the bars after he uses and definitely abuses them along the way. There is a huge movement by decent expats to purge this scum from the Phils and this will happen, slowed only by the leegal process of the Philippines.

Fact: I have sadly witnessed the physical and mental abuse of at least 7 different minors he has paraded around as his "bitches", all the while claiming to love and respect the Philippine people.

So, before you sing the praises of someone based on the fantasy life they portrayed to you... take some time to look a bit deeper and in this case, you would see a very sick person, who takes every opportunity to beat innocent women down mentally and physically, for his own sick pleasures and who else, other than these poor women suffers??? All us legitimate and kind foreigners that have to deal with the stereotypes he leaves in his wake.

We all came to this site as we lawfully pursued the process of bringing a loved one to this great country.... not to sing, or read, the praises of the scum of the earth that is in part responsible for this process being so regulated, costly and time consuming... If you doubt any of this? Well, go ahead, meet up with the waste of skin on your next visit, and I know, with 100% certainty, that you will witness abuse, both mental nd physical against his GF of the hour, obnoxious and demeaning behavior towards other Filipinos and to top it off, you will be buying his drinks before you know it.... Oh, one more thing, he has to have a bodyguard with him now to protect him since he is now operating an illegal money loaning business and some angry locals have him in their sights... yup, a really great guy... have fun! Hurry though, warrants for his arrest are issued.. .time is ticking for him now.
