There are millions of people who have an FBI number assigned to them, it doesn't mean that the government is actively seeking them, or monitoring their actions. All it means is that if you are detained by the police for something, you'll hear "oh, he has an FBI number". They don't know what it means as they don't have access to it, and you won't get the benefit of the doubt.

I've got an FBI number but it doesn't necessarily stem from a criminal act. If you've had a security background check done on you or if you served in the military, you've probably got a number.

Must be new USCIS and HS policy to use word of mouth through a third party to tell someone they are banned for life rather than issuing a letter from the US consulate to the person in question to be clear on the issue.

Are you referring to the Vancouver Sun? Toronto Sun? There are a few "Sun" labelled newspapers published in Canada, most are real news sources, unlike the National Inquirer or the British Sun.
