I've heard conflicting answers, so I'm asking here in hopes that someone has an answer and is able to cite specific proof.

My MIL is planning to fly from Bangkok to Chicago with a stopover in Frankfurt. Her stopover is 4.5 hours. She will be flying Lufthansa all the way from Bangkok to Chicago. She holds a Thai(land) passport as well as a 10-year, multiple entry B2 (tourist) visa to the U.S.. I checked the German Missions website, and it seems to suggest that she will not need one, but I'd like a confirmation, if possible.

Any help is appreciated. Thanks.

I transited by Frankfurt airport twice without needing a visa. I guess you can still call the German embassy to confirm.

Sky team Airline alliance has a tool to determine if transit visa and/or tourist visas are required :

Also a good site by International Air Transport Association provides a similar tool but asks more details (maybe more reliable)

I just gave those a shot and the second one is incredibly unreliable and confusing. I wouldn't recommend that to anyone. Looking at the questions they ask you and the possible choices, it is inherently flawed. The first one gave me the same info I found on the germany embassy's website, so it sounds like she will not need a transit visa. I will call the embassy anyway just to be sure.

I have only used the first one from Sky Team Alliance. Interestingly, the one from Sky Team Alliance is based on the same database and is why I sought out the link for the IATA search engine/database. Quote from the bottom of the site, "This search engine and database is provided and managed by the International Air Transport Association (IATA). You may wish to double-check foreign entry requirements by contacting your local Embassy or Consulate"

So it appears that Sky Alliance has made the database more user friendly.

This may not be helpful because my fiance is from Turkey, but he flew from Philadelphia to Istanbul yesterday with a 4 hour layover in Frankfurt. He has a 10 year B2 visa as well- no transit visa needed.

If you are not planning at all to leave the airport (other than by your ongoing flight to the US), you will not need a transit visa to go through Frankfurt--Pras (with an Indian passport) went through Frankfurt (enroute Hyderabad Rajiv-Gandhi to Detroit-Metro) without any issue, and with no transit visa.
