transit visa required

I've heard conflicting answers, so I'm asking here in hopes that someone has an answer and is able to cite specific proof.

My MIL is planning to fly from Chicago to Bangkok with a stopover in London (Heathrow). Her stopover is 4 hours. She will land @ terminal 1 and depart @ terminal 3. She holds a Thai(land) passport. I checked out the UK border agency website, and that seems to suggest that she doesn't need a transit visa, but it is a little confusing to me.

Any help is appreciated. Thanks.

K1: 01/15/2009 (mailed I-129F) - 06/23/2009 (visa received)

AOS: 08/08/2009 (mailed I-485, I-765, & I-131) - 10/29/2009 (received GC)

Well since you did not mention your MIL's US Immigration status, So I am going to provide you with this web link you can go to and select the applicable drop down menu options to find your answer, I hope this helps.

I actually did use that form before I posted. My MIL has a 10-year multiple entry B2/tourist visa to the U.S.

This post is regarding her return flight to Bangkok. The UK post is regarding her arrival flight to Chicago from Bangkok.

It's my understanding that she would not need one unless she needed to leave Heathrow, which isn't the case for her - some flights might require arriving in Heathrow and then leaving from Gatwick, in which case she would need one
