And here I've been under the impression that Australian highways were superior to ours. No traffic, just modern efficient highways. I've been mislead.

MELBOURNE will grind to a halt this decade without a tunnel between Eastern Freeway and CityLink.

That warning came yesterday from the RACV, employer group VECCI and toll road operator ConnectEast, which all called for planning of the $8 billion-plus tunnel to begin.

But the growing popularity of the Greens in the inner city is a major roadblock.

Neither the Government nor the Opposition would declare a position on the tunnel when asked yesterday by the Herald Sun.

But the idea is supported in the State Government's Victorian Transport Plan.

RACV public policy manager Brian Negus said the traffic nightmare scenario was already here, with massive east-west traffic delays associated with the Eastern Freeway.

"You never get a reasonable run through that area except in the dead of night," he said.

Public transport was also suffering because of road congestion, he said..

The massive cost is a major stumbling block: if the tunnel were funded by tolls only, it would be too expensive to use, Mr Negus said, and federal funding was necessary.

ConnectEast chief Dennis Cliche said the need for the tunnel was obvious.

"You only have to look at the Eastern Freeway most mornings, it's a parking lot," Mr Cliche said.

VECCI executive manager Chris James said a second cross-city link was crucial.

"Alexandra Parade is an absolute nightmare now, imagine what it will be like when we have an extra million residents in the 2020s," he said.

Greens MP Greg Barber, who represents northern Melbourne, said the tunnel would be a waste of money.

Tends to happen when you are rapidly growing. At least they don't have a pathetic big dig to their name.
