Once a packet leaves the NVC, which consulate does it go to?

From the NVC, the package goes to the US Embassy found in the location that you named in page 2 of the I-129F (question #20)

WHy would it go to the country of residence? Your trying to bring your fiance(e) to the USA not their own country...

It obviously goes to the US consulat / embassy where your fiance(e) lives. The one YOU listed on the petition.

call NVC and inquire - get a Human

give the Receipt #

then an NVC Human will give you the embassy casefile #

study the casefile #

the first 3 letters are the 'location' for the interview.

If the casefile is still at USCIS, you should review YOUR COPY of the casefile, suss out what you put in the I-129F petition.

once recieved at the embassy, how long does it normally take to recv packet 3, or for my fiance there to recv call to come pick it up ( i dont think they mail them in costa rica)

Usually only a few days. Most of the people I spoke with said less than a week they will call to pick up the forms.

Look to the embassy guides on VJ for answers regarding your particular embassy. You will find it quite helpful and give you some useful information.
