Social Security Number is a Goverment Issued number, not state issued. So it same rule for each state.

But I had a friend who had the same thing happen to her.

You can get a ITIN number if you want until you have a SS Number

I think the clerk at the Social Security office is wrong. You should be able to get a Social Security number until two weeks before your I-94 expires. You may want to speak to a supervisor at the Social Security office, or maybe try a different Social Security office.

You got a EAD at a Port OF Entry?

Which POE?

JFK was giving out EAD when you arrived but quite doing that a couple of years ago.

You should be able to use ITIN number instead of SSN for work purpose, the EAD is your golden ticket for work.

Yes, you should be able to get your Social Security card now. You do not have to wait until you get your green card.

Having a Social Security card may help you when you adjust your status (AOS). For example, Chinook and I used her Social Security card to add her name onto my utility bills and other accounts. During the AOS process, this helped us to prove that our marriage is genuine.

Having a Social Security card also allowed Chinook and I to open a joint bank account, and for Chinook to open her own bank account also. It also allowed Chinook to obtain a secured Visa card. The secured Visa card helped her to establish credit.

for a K-1 visa holder, the 'time to apply' for a SSN is

AFTER Day 14 and before Day 74

of the

I-94 expiration date.

If you missed that window, then you'll have to wait for either

--EAD or

--Greencard

to be eligible to apply again.

If yer still within the window, go back to SSA office, bring yer passport and birth certificate, and when applying - APPLY IN VISA NAME and

ask the clerk to look you up in the SAVE database under VISA NAME and A#.

If the clerk is clueless, ask for a supervisor.

If you missed the window, sorry. Not a thing to do until you have EAD or GC in hand.
