Hi, Im a US citizen in California, and Im planning on filing I130's for my parents and my brother, who are all in India.

I understand the process in petitioning for my parents, and have all the forms filled out. The confusion that I have is with my brother, who turns 21 this December.

I understand their are two options to follow, keeping in mind he is 21, and providing he doesn't get married.

Option 1: File his i130 now and get that process going, which would take 7-10yrs to pull through.

Option 2: Have my parents apply for their son (at some point next yr), and have them file an i130, based on grounds of lawful perm resident.

Which route should I follow and why?

You can have both options as it is possible to have more than one petition filed for the same person (one from you and one from parents). Only difference is visa number wait time - for F2B (parents filing for unmarried child) it's 5 years - well 6 in your case as it takes around a year to process immigration petition for immediate relative and 9 years for the F4 (sibling of USC). With the way bulletin has been speeding up it may come out to even wait time in a couple of years, depending on the interest for immigration to US.
