copy of ALL pages of the US Citizen's passport??

The I-130 instructions don't say "all pages". It just says to submit a copy of your unexpired US Passport. I know what you mean though :)

A US passport goes up to page # 24. Guys, if you are asked to submit a copy of something, it means the WHOLE thing not parts of it. Interpret literally and assume nothing.

My passport has over 40 pages.

It costs 10 cents to make color copies of each page. If you cannot afford (48+2 pages) * 10 centers = 5.00 USD to makes copies and need to have a bitchy-fit about it, then well...I just don't know. Whatever. Sometimes people post or talks just for the sake of posting or talking. They know very well the answer to their queries already.

The instructions of Form I-130 state: "A copy of your unexpired US passport". To be conservative, I would say copy every page of your passport.

Your quote is too short for context. It isn't even a complete sentence. This instruction is listed under the heading of a list of options for evidence of US Citizenship. If you have included a copy of a birth or Naturalization Certificate, not a single page of your US passport is needed. For a spouse visa, you aren't worried about evidence of meeting in person. If you have already provided the needed evidence of citizenship and WANT to provide some evidence of the time you spent together, then data page and pages with applicable visa stamps are nice to include.

Only when the US passport is the primary evidence of US Citizenship are copies of all pages applicable.

That is your opinion. Others have theirs, which doesnt necessarily make them "mindless idiots"

OP, personally I sent ALL pages of hubbys passport. To be honest, I figured why not. Imagine getting an RFE for something as silly as that. However, many people have sent in just the bio page and been fine. Its a personal choice, but for me it was no skin off my nose to just print copies of the full passport.

As far as copying blank visa pages, there is nothing to show that it is from your passport (no name, no passport number). I would definitely NOT include copies of these pages. If I worked for the USCIS, I would just get annoyed having to look through them. The only thing of any value on the visa pages is if you were issued an actual visa with your name and passport number on it. It could be used for a K1 visa to show you have been to your fiancé's country to meet.

USCIS's own instructions are clear, that when a US Passport is used as evidence of citizenship, you are to include a copy of ALL PAGES. Your point about blank pages appearing meaningless is noted. However, they have a reason for requesting them all. They don't state why but I suspect it's because some people get caught falsifying this information and one of the ways to catch them is to compare the copies of the pages to what they look like in a passport issued in the same place during the same time period. Not all US passport pages look alike and THEY know what the pages are supposed to look like. They also want to see the amendments and endorsement pages, even if THEY are blank.

Compare the blank pages in your old passport with the ones in a new one. If possible, compare yours to one issued elsewhere and/or during a different time frame. You'll get the picture. I've seen lots of copies of passport pages and you might be quite surprised at how different they are.

PS: I've also seen scans/copies of forged visas. So have they. Usually pretty easy to spot with a trained eye.

Not sure where the USCIS has clear instructions. In the I-130 instructions (http://www.uscis.gov/files/form/i-130instr.pdf) it just says: "A copy of your unexpired U.S. passport". Given this, I would not assume that the biographic data page alone would be enough and I would probably send copies of all pages (I did not have to deal with this question since I used a copy of my birth certificate).

Thanks for responding. I would not want someone taking my advise and winding up with an RFE for not including copies of all pages.

Also interesting to know that not all US passport pages look alike.

The "clear instructions" are different for the I-130 and for the I-129F. For the I-129F, they state.

D. In place of any of the above, you may give USCIS a copy of your valid, unexpired U.S. passport issued with a validity period of at least five years. You must submit copies of all pages in the passport.

Those of us who have been around a while have had reason to read both sets of instructions numerous times.

I haven't seen an RFE for failure to submit all pages but that's only from my exposure to reports from a great number of other people.
