F2A-Please Help I 864 /Joint sponsor

Timeline

Situation: My wife is a house wife. I work full time. Few year back we (She sponsor (I 864) & I co-sponsor (I 864A) my "parent-in-law". When they are in USA, my "Mother-in-law" applied for his son on F2A (I mean for my wife's 13year old brother). As they don't work, I have sufficient income to support all of 3 people.

Question: As my wife doesn't have any income. What should we do? If I am correct, I think we have 2 (Two) option

Option 1: Should I be "Joint" sponsor and submit an I-864 with my "Mother-in-law"

Option 2: Should "Mother-in-law" I 864 Question" 21. Your Household Size - DO NOT COUNT ANYONE TWICE..... answer g. If you have siblings, parents, or adult children with the same principal residence who are combining their income with yours by submitting Form I-864A, enter the number here. "01"

And submit I 864A for my wife and then I submit joint sponsor.

I am little bit confused, could any one please help me on this issue. I would really appreciate.
