Timeline

We are trying for a student visa for our grandson. Originally we tried a tourist visa but they said to retry for a student visa.

We did everything now they say we need a NEVES I-20 form filled out by the school and then pay a receipt.

Looking at the information it looks like we have to pay a fee of $200 for a receipt plus

if the school is not certified they have to pay a fee of $ 1650 or so to get certified.

Is this correct or am I doing something wrong. He has already been to Moscow and come back and they said it would be accepted but do I have to pay all of this.

Please help me.

Every reputable school (college, university) will already be certified - SEVIS started soon after 9/11 so you just need to find a school that is SEVIS certified. So, no you don't pay for school certification.

Your grandson has to apply and be accepted to the school and show proof of financing before the school (international student office usually) will issue an I-20. After he receives I-20, grandson has to go to SEVIS website to complete registration and pay the fee. After all this is done with all proofs (I-20, SEVIS registration confirmation) he schedules an appointment for student visa at the embassy.
