I'm a college educated IT worker. I have only been in the industry for a year but would regard myself as more skilled than others at my age.

I've been applying for jobs on various US sites in the area i wish to move to but have had no positive replies yet. My questions are:

Am this the way to go about working overseas? Is the process of obtaining a H1B on the employer if he/she has picked a candidate they want from overseas? Am i eligible or even a candidate for this visa at 23 and with my skills and qualifications?

You are eligible for this work visa if a employer hires you and sponsors you for the visa. But I'll tell you this, the economy here is terrible. Also, IT work is scarce. There are a LOT of unemployed IT workers here and a lot of companies outsource their TI work now.

Just keep applying and see what happens.

Internal transfer is usually easier.

Yes

Probably, the job much require a degree and you have that degree.

Like said earlier you need someone who can sponsor your H1, sponsoring H1 right now is difficult, as there are lot of American resources available in market.

I am not sure how true it is, but I have heard this via grapevine that now days when an employeer trys to file H1 for someone they get a response back from INS with couple of similar resume of US citizen. Asking the employer why none of US citizen could be hired.
