Getting Malaysia Certificates

I just received background checklist response letter from the NVC. They want my dad's original Malaysian birth certificate and also the certificate of good conduct. My dad has not lived in Malaysia since age 18 and he is not close to his extended family in Malaysia, so getting the various documents from there has been difficult.

My question about Malaysia birth certificate is, does anybody have experience getting original birth certificate or birth registration for an older person born in East Malaysia? I don't even think my dad was born in a hospital, and his parents just did a late registration with him (at 5 years old, which I think was common at the time). I did send a copy of the late registration certificate that was a certified true copy from the consulate in Taiwan, but I guess they are not accepting that as evidence.

Regarding Malaysian certificate of good conduct, my dad applied for one at the Malaysian consulate in Taiwan and it took FOUR MONTHS for us to get it. It was just a simple letter stating there is no police record (my dad did tell them during certificate application that the letter is for the American government). I submitted that to the NVC and now the response letter is saying to that they want a "Malaysian Certificate of Good Conduct" (unsure if they lost it or just are not accepting what I sent). I am wondering what kind of Malaysian certificate of good conduct that the NVC is looking for? Does anybody have an example I can take a look at?

Question about getting Malaysia late birth registration certified by the Malaysian government: If my dad takes off from work and go to Malaysia, would the National Registration Department near KL certify it? Or would they tell him to go to regional registrar in East Malaysia since he was born there?

Apparently you can submit the form by posting it to (please see http://www.malaysia.org.au/serv2.html), It is best to tak to High Commission of Malaysia.
