Filing GC For Brothers who are 25 and 27 ( unmarried ) but reside in USA on student visa

I am US Citizen.

My brothers just came on student visa one is 25 and other is 23 unmarried from pakistan.

I have following questions

Can i file Green Card for them to Change there Status. All I care is that they get work permit for time being .

What is better should I wait for my parents to come here on green card and they file for them ? ( I have filed I-130 for parents already )

All, I want is that their status to be changed from F1 student Visa to Some thing else , so that they can get Work permit ( is it possible, if yes how long it is gonna take to get there work permit ??? )

Are they giving up on their studies already?

They can't adjust status based on being the sibling of a US citizen. You could file for them and the wait will be around 9 years for a visa to be available.

Your parent could petition for them once they become an LPR. That wait looks to be about 9 months based on the Visa Bulletin for September.
