Timeline

Our daughter got her "Verification of inclusion of a dependent in filing of form I-751" letter first, then my wife got her I-751 Receipt Notice, then she received her biometrics appointment notice. We haven't received a biometric appointment notice for our K-2 daughter, nor a separate receipt. Normal? My wife's biometric appointment is on Monday, and the letter doesn't mention our daughter.

Follow-up question. My wife has read on another forum that if our K-2 daughter receives her permanent resident card before she turns 14 (she turns 14 next March), that she must get a new permanent resident card when she returns 14. I couldn't find this information on the USCIS site, however. Veracity?

We had the exact same issue. We went to the biometrics appointment on Friday. They would not do the child because they did not have biometric notices. I believe I read on here, that children do not have biometrics for the ten year card, even though you pay the fee. No one at the office could answer my questions, so I am just going to wait and see if mom and children get their ten year green cards in the mail together. Maybe someone who has experienced this situation will comment on here. Good luck!:thumbs:

Hi,

Some kids under 14 years old get a Bio appointment others don't. My daughter got hers and she is 11. However, what I have read here is once the principal applicant is approved the kid is approved too. Biometrics fees for kids have to be paid regardless they get an appointment or not.

As for the questions kids turning 14 years old and resident cards the only trustful source for that matter that I found is the information on the Form I-90 (Application to Replace Permanent Resident Card).

Download the instruction for completing Form I-90 and check out the part Reason for application that says:

G1. I have reached my 14th birthday, and my existing card will not expire before my 16th birthday

G2. I have reached my 14th birthday, and my existing card will expire before my 16th birthday

Thanks for the replies. Assuming our daughter receives her permanent resident card, with or without biometrics, prior to her 14th birthday next March, my read of the I-90 instructions would seem to indicate that she would need to file this form, with biometric fees only (no application fee), within 30 days of her 14th birthday? Strange rules.

Seeking confirmation, we called USCIS. The drone was very unhelpful, flipping back and forth between "she doesn't need biometrics" and "she needs biometrics", until finally settling on the latter. She said she would send a request over to the CSC informing them that we had not received a biometrics appointment, only to discover that their software wouldn't allow her to do this. She then transferred me (I believe to CSC).

I spent 40 minutes on the phone initially with USCIS and got 0 useful information. I spent 5 minutes post-transfer and the issue was cleared up. The woman at CSC indicated that the prior biometrics were being used for our daughter, but that she would need new biometrics (via I-90) within 30 days of her 14th birthday. The current expected processing time for the I-751 is 6 months, which puts us just prior to our daughter's 14 birthday. I was told that there are (obviously) two scenarios: 1) We don't receive the permanent cards before her 14th birthday or 2) we do. For case 1, an 'automatic' biometrics appointment notice should get generated, but I should call a month or so before, if we don't have the cards or an appointment notice, and request one. For case 2, we would need to send the card in along with an I-90 within 30 days after the 14th birthday, at which point we'd get a biometrics appointment and (eventually) a new card. If we file within the 30 days, in this case, there would be no fee (for either the I-90 or the biometrics, since the fee was already paid with the I-751).

So, that's the "official" information. We'll see how far reality varies.

In our situation, our daughter never received a biometrics appointment during ROC. she received her 10yr green card a couple of months before her 14th birthday. after she turned 14, we filed an I-90, paying just the biometrics fee since her card will not expire before her 16th birthday. we've gone the the ASC for her biometrics, now just waitng for her new green card.

That's my understanding as well, though I was told by the CSC person that we wouldn't have to pay the biometrics again, since we paid it as part of the I751 and biometrics weren't taken. That said, I fully expect to have to pay it again. :hehe:

when I called the USCIS National Customer Service Center, one person told me that we also have to pay the application fee fo the I-90.the instructions clearly state you do not if the card expires after 16th birthday. guess that's why at times the NCSC is called the " misinformation line".
