Timeline

My fiance and I have been engaged for close to 9 months now. She lives in Canada currently and has lived there for the past 5 years. She is German and her School Visa has expired. She has attempted to file for renewal under a work permit which was denied two times even though her sister and parents visas were renewed w/o any problems....too many details to go into about that. The issue is this: She is going to have to go back to Germany now and we've been waiting for this point for the most part to start our K1 Visa. We didn't want to start until she was in the country where she was going to have the interview for the petition...where she would receive all the Background checks and verification. So while waiting these past few months for lawyers and investigations their has been a halt to our overall plan of getting married next year in May. WOULD IT BE OK if I filed for the petition while she was in Canada..(Plans to leave the country within a month) and adjusted address later even though her new address will be in a totally new country? Would she have to be stationed in Germany for sometime before we can file? What are some things that we can use for proof of address? Would a bank statement to the address suffice? Those are just the few questions I have right now. I would love to get the ball rolling on the process...just have been waiting for sometime.
