If there are enough speakers then it is a "serious dialect". Linguistics doesn't teach people to speak a certain dialect, it only teaches them how those dialects work.

The basis for English teaching in schools is still Standard English.

Ebonics is a dialect.

Regardless of how you classify it, the feds aren't having trouble with the "African" dialect that talks about ballin and pinchin pennies.

What's your point? I'm not seeing how this ties to anything I've said.

It ties in to the point about it not being an African anything. It's an American something though!
