NVC documents Q

This topic might have been discussed already, but I couldn't find it. When submitting documents to NVC, who needs to fill out DS-230 form if the applicant is a 3 year old child? Will it be a mother of the child (who is in the U.S. at the moment), his stepfather (USC, who is a petitioner), or his grandmother, who will be traveling with him?

NVC is asking for original documents, or certified copies... Will copies certified by a local country notary suffice?

The parent or guardian can fill out the form for the minor. Any copy will be accepted by the NVC as long as it's certified.

Thank you very much for your response. OK. Now we're waiting for a checklist to be sent for us from NVC. Hopefully, it won't take very long!
