police certificate?

hi ,my mom is chinese citizen ,she is born in haihong,now she appply police certificate in haiphong justice office ,my mom send copy of her passport(the birth day is august 6)and cpoy of birth certificate from haiphong justice office(the register birth day is Sep 7),the said the birth day is not match,they need my mom change her birth day in her passort [####,I said that nvc already received the birth certificate ,now nvc only need the police certificate.nvc did not take care diffrent the birth day,I do not konw how about the next step,do anyone have the same experience?could you let me konw ?thank you!
