My husband and I are both US citizens. He has just received citizenship in April. His parents and brother and sisters are currently in Osh, Kyrygzstan. We are trying to get them out of the country to the US to apply for asylum. They were recently denied a tourist visa. They are now considering going to Turkey and applying for refugee status. Any suggestions??

Any suggestions??

Your husband as a citizen could petition for both his parents and siblings. However, it may take quite a bit of time. Parents can be petitioned for pretty quickly, but siblings may take up to a decade. With this route, your husband would be a sponsor and would have to show that he has enough income to support his family plus anyone he is petitioning.

Is this filing I-130? We do not make enough money to be their sponsor more than one person. So if he files I-130 it just means that his parents and siblings then file for an immigration visa?? Does anyone know of any Uzbeks from Kyrygzstan who have traveled to Turkey to seek refugee status there?

Yes, you would file the I-130. You would only need to show support once a visa priority number has been granted. Which for his parents would be pretty much immediately, but for his siblings, it will be almost 10 years before a visa priority number would be available.

With asylum its pretty much up to a judge as to whether it will be granted, going through the normal I-130 process is more certain. Your husband might want to look at the I-130 process for his parents, but help his siblings get asylum.
